This 1963 card actually pictures the 1960 Cowboys team. I found a 1960 team photo on the Cowboys official web site, and though the images differ slightly, the players in the two images are the same. The image on the card also includes the coaches, who appear on the ends of the rows.

Topps used the same image on their Cowboys team cards in 1961 and 1962, but, since the team went 0-11-1 in 1960, it is not surprising that many of the players in the image were no longer on the team by the time those cards came out. One player in the picture, Ray Fisher, never actually appeared in a game for the Cowboys. By 1963, when the card shown here was printed, only eight players pictured on the card were still with the team: Don Bishop, Frank Clarke, Mike Connelly, Bob Fry, Billy Howton, Eddie LeBaron, Don Meredith, and Jerry Tubbs.

Since many of the players on the card had short careers, it is also not surprising that many of them never appeared on cards of their own. Two who should have were Paul Dickson, who played in the league for thirteen seasons, and John Gonzaga, who played eleven seasons in the NFL and AFL.
